Since the mid-1990s, major companies have been sending significant portions of their application and Internet development work offshore - primarily to vendors in India, but also to emerging IT services companies in China, Russia, Eastern Europe and the Philippines. The main reason is good work done cheap. Companies can easily realize labour cost savings between 30 and 50 percent through offshore outsourcing. But there are risks - including mismatched cultures, language barriers, government regulations, and geopolitical tensions.

Forrester Research data shows that 46 percent of companies who participate in offshore say that a lack of internal project management skills is one of the major reasons these companies are not doing more.

"I've noticed a big shift over the last two months, the CEOs are the driving force behind offshore, not the CIOs." McCarthy adds.
